Strengthening National Security with Forward-Looking IT Threat Research

In the ever-evolving landscape of National Security, the past decade has seen an immense surge in IT research to combat an onslaught of cyber threats. The origins of National Security IT research have a rich history, starting with the Cold War in the 1940s and 1950s and the birth of ARPANET in the 1960s. Since the 1990s, National Security IT has focused on cybersecurity, infrastructure protection, and in the past few years; AI, cloud computing, and data analytics.

In 2023, the Office of the Director of National Intelligence’s Annual Threat Assessment identified Russia as the top cyber threat. This assessment, has prompted a heightened focus on National Security IT research to address recent AI-derived threats such as:

  • Machine learning attacks that attempt to manipulate or deceive AI systems
  • Infrastructure hacking for disinformation
  • Data poisoning attacks
  • AI-driven malware
  • Deepfakes

To strengthen the advanced state of National Security, the U.S. has made recent IT advances in the areas of quantum-resistant AI algorithms for insider threats, blockchain security modules, and quantum-safe encryption. As part of this effort, the Department of Defense (DoD) and Department of Energy (DoE) are extending their partnerships with the private sector to: 

  • Build network security tools
  • Conduct training to help incident response teams mitigate cyberattacks
  • Advise federal policymakers with IT infrastructure best practices and standards.

In September, 2023, the DoD announced they are creating an AI Security Center that will consolidate the agencies’ various AI security-related activities and will work closely with the private sector, national labs, academia, and select foreign partners. In November 2023, the DoD released their latest AI Adoption Strategy—a foundation and blueprints that include an agile approach to AI research, development, and application—expanding previous AI strategies published in 2018 and 2020.
