S2i2, Inc. is pleased to announce the appointment of James Scobey as Chief Technology Officer and Vice President of Operations. Mr. Scobey is a distinguished technology and cybersecurity executive with more than two decades of leadership experience across federal agencies, national security organizations, and high-growth technology firms.
As a former co-founder of S2i2, Inc., Mr. Scobey returns to the organization with an exceptional track record of delivering results in complex, mission-critical environments. His career includes senior leadership positions at USmax Corporation, By Light Professional IT Services, and SMS Data Products, where he developed expertise spanning federal IT modernization, systems engineering, and advanced cyber operations.
In his dual role as CTO and VP of Operations, Mr. Scobey will drive S2i2’s technology vision, operational excellence, and the development of innovative solutions serving national security and commercial clients. His extensive background in cybersecurity architecture, enterprise IT transformation, and strategic growth will be pivotal as S2i2 expands its capabilities and market reach.
Federal Leadership and Cybersecurity Expertise
Most recently, Mr. Scobey served as Chief Information Security Officer (CISO) for the Public Company Accounting Oversight Board (PCAOB), where he architected and executed enterprise security strategies that significantly enhanced the organization’s cyber defense capabilities. Previously, he held the position of CISO at the U.S. Securities and Exchange Commission (SEC), leading nationwide cybersecurity operations, regulatory compliance programs, and mission-critical security initiatives that protected the integrity of U.S. financial markets.
Mr. Scobey also served at MITRE Corporation as Principal Systems Engineer and Cyber Performance Systems Engineer, where he provided strategic guidance on sophisticated cybersecurity architectures and supported high-priority national security missions. Earlier in his career, he spent more than a decade at Federal Data Systems (FedData) as COO and CTO, where he successfully scaled federal business operations, established cutting-edge cyber capabilities, and drove significant organizational growth.
Education and Credentials
Mr. Scobey holds a Bachelor of Science in Computer Science from the University of Maryland, a Master of Engineering in Cybersecurity Policy and Compliance from The George Washington University, and a Master of Business Administration from the University of Maryland.
